Fix start.sh: use bash instead of sh (wait -n is bash-only)

Preview deploy on PR #23 confirmed Cobalt itself now starts correctly
('Cobalt is ready.'), but hit a second pre-existing bug right after:
'wait -n' is a bash builtin flag, not supported by dash (which is
what /bin/sh runs on Debian). This was always broken - it just never
got reached before because the old cobalt-file check exited first.
